SUBJECT:

DISCUSSION OF EBASCO PROCEDURES REVIEKED BY TRT ON NOVEMBER 8, 1985 On November 8,1985, members of TRT and their consultants, met with TUGC0 and EBASCO representatives at the EBASCO office in New York, N.Y., to discuss the procedures, produced by EBASCO, pertaining to the verification program of cable tray hangers (CTH) at the Comanche Peak Steam Electric Station (CPSES). The attendees were:

TUGC0 - Comanche Peak - UN 1 & 2 Cable Tray Hanger & Conduits Supports NRC Meeting 11/08/85 - Ebasco, NY Name Representing Victor Ferrarini EAS/TRT Romuald Lipinski NRC/TRT Paul Bezier BNL/TRT Eric Solla TES/TRT Rene Alexandru EBASCO Joe Padalino EBASCO Ray Sullivan EBASCO Frank Hettinger EBASCO At the opening of the discussion EBASCO informed TRT about the following:

I CTHs for Unit I were designed by Gibbs and Hill (G&H) and are being l verified by EBASCO by means of a walkdown and analytical verification of j as-built condition.

j -

CTHs for Unit 2 were designed by EBASCO.

- The design criteria for verification program (SAG-CP3) have been rewritten to accorrodate the concerns raised by CYGNA. The purpose of SAG-CP3 is to provide a general guidance to the staff involved in CTH verification program. The purpose of the General Instructions (SAG, TUG 2.620) is to be used by a designer as a tool to implement the Design Criteria, SAG-CP3.

EBASCO provided TRT with the updated copies of the following documents:

L 1. General Instructions for Cable Tray Hanger Analysis for Comanche Peak Steam Electrical Station No. 2, Rev. 1.

2. SAG-CP3, Rev. 3, Seismic Design Criteria for Cable Tray Hangers for  ;

Comanche Peak Steam Electrical Station No. 2. ,

3. SAG-CP2, Rev. 3, Design and Analysis Procedure of Seismic Category I ,

Electrical Conduit System Following are the questions / comments asked during the meeting by TRT and the corresponding responses provided by EBASCO pertaining to the documents reviewed ,

by TRT.

A. General Instructions for Cable Tray Hanger Analysis for Comanche Peak Steam Electrical Station No. 2, Rev. O.

(1) Page 24 Attachment 82: Longitudinal horizontal seismic load is equal to Pdi x ghi x MRM. But Pdl = tray weight down for vertical load.

This is not the same load that should be used for longitudinal loads.

EBASCO response: This was correct in Revision 1.

(2) Page 10 Section III.D.2: The wording does not agree with the picture. Wording talks about attachment welded to embedded plate or baseplate and title and picture refers to two bolted connection.

EBASCO response: This will be clarified in the next revision.

(3) Pages 23-25: What is the basis of these formulas for the loads applied to the cable tray hangers?

EBASCO response: Justification is in the Volume 1 calculations.

(4) How is the longitudinal load imposed on transverse supports located just around an elbow being considered:

EBASCO response: Tests will be conducted to show that this load is negligible.

B. SAG-CP3, Rev. 2, Seismic Design Criteria for Cable Tray Hangers for Comanche Peak Steam Electrical Station No. 2.

(1) Page 2 Section III.1: Span lengths given are confusing. Allowable tolerance and maximum tray span length give a longer possible length than in item c.

EBASCO response: Allowable tolerance is for the cable tray hanger.

Span length in' item c to be used when as-built is not svailable l should be 8'-0" for Unit 2 and 9'-0" for Unit 1. This will be' t changed in the next revision. -

(1) Page 2
What is meant by first paragraph?

EBASCO response: This section has been deleted in Revision 3.

(2) Page 5: Clamp allowables in Table 1 are for Unistrut clamps on Unistrut. Is it applicable to clamps.used on structural steel? For clamps above 2" slip through test were linear through 800-900 pounds.

Therefore, the allowable used for 3" clamps will be in the non-linear

' range causing large deflections. Is this acceptable and what effect does it have on the system frequency?

EBASCO response: When the test results are finalized from CCL these allowables will be used and all calculations rechecked.

(3) Page 6: What procedure will be used for baseplate verification?

EBASCO response: EBASCO in-house program EMBEDP2616 with ANSYS or STRUDL program as stated in Section 7.0.c of this procedure.

(4) Pages 10-11: Justify Design Amplification Factor (DAF) of 1.5,1.25, and 1.0.

, EBASCO response: There will be a calculation package to back this up.

(5) Page 14, Table 3: Justify the values of the conduit weights.

EBASCO response: They will track down the backup information for the conduit weights.

! (6) Appendix 2, Page 8. Gibbs and Hill Specification No. 2323-SS-30, j Design Criteria for Hilti, Kwik and Super Kwik-Bolts: What is the basis of the 4/3 factor in the interaction fomula?

i EBASCO response: Discussion on this matter was defered to a later-l date.

! As a result of the discussion it was agreed that EBASCO will provide the-

! following infomation to TRT:

1. EBASCO will provide a basis for not designing cable' tray hangers for temperature corres (Ref. SAG-CP3, paragraph III.4.c)ponding to accident condition (Ta).

4 DEC 't W  ; j i

2. EBASCO will justify the acceleration multipliers used in the Equivalent  !

Seismic Static Load Method. The justification will be available in December 1985. (SAG-CP2, paragraph 10)

3. EBASCO will discuss with TUGC0 the 4/3 exponent used in the fonnula combining tension and shear for Richmond Inserts. (Ref. SAG-CP2, Appendix I)
