SUMMARY

OF MEETING HELD ON DECEMBER 18-19, 1985-DISCUSSION OF COMANCHE PEAK UNIT 1 CABLE TRAY AS-BUILT PROGRAM AND STATUS OF CPRT PROGRAM PLAN ACTIVITIES On December 18 and 19, 1985, a public meeting was held in Arlington, Texas with representatives from the NRC and Texas Utilities. This was the second CPRT Program Plan monthly status meeting. The Comanche Peak Unit I cable tray as-built program was also discussed. This meeting was transcribed and the transcript is provided as an enclosure. The list of attendees at the meeting and all hand-outs provided at the meeting are included in the transcript.

The NRC inspection of the Comanche Peak Unit I cable tray as-built program was discussed first. The purpose of this inspection was to verify the accuracy of the as-built data developed by EBASCO which would be used in their reanalysis of the cable tray supports. T. Westerman (NRC) presented a summary of the findings identified in the November 18-23, 1985 inspection. Out of 32 cable tray supports inspected, the independent NRC inspection team found 19 supports which had discrepancies.

W. Counsil (TUGCO) then presented a summary of the actions, and the consequential findings, taken by Texas Utilities after being informed by V.

Noonan (NRC) on December 3, 1985 of the NRC inspection results. The first action was a stop-work order; the second was to develop a sampling program.

This sampling program was to confirm the NRC findings and to insure that this problem was confined to Unit 1. TUGCO's preliminary findings identified that there are deviations from the as-built program on Unit I and that the problem is confined to Unit 1. W. Counsil said that the results from an investigation he ordered indicated tnat a supervisor had reinterpreted work procedures to eliminate double-checking of inspection results and that the supervisor had placed production quotas on inspection teams.

{ Representatives from Texas Utilities presented the status of the CPRT Program Plan activities, which consisted of the following: (1) T. Tyler provided the overall CPRT Program Plan status, (2) T. Tyler also presented the status on the TRT issue-specific action plans, (3) J. Hansel presented the status on the quality-of-construction activities, (4) H. Levin covered the status of the design adequacy activities, and (5) R. Klause provided the status on the pipe and pipe support reanalysis. The NRC staff then presented the status of their review of the CPRT Program Plan. For more detail, please refer to the enclosed transcript.
