PERIODIC TESTING OF DOW CORNING SILICONE FOAM
Dear Mr. O'Hanlon:
By letter dated February 10, 1997 Virginia Electric & Powe-Company (VEPCO) had stated that during the construction of North Anna Power Station. Units 1 and 2. Dow Corning Silicone Foam was used as fire barrier )enetration sealant.
Since the data on the long time aging characteristics of t11s material was not available at that time. VEPC0 committed to maintain foam samples and observe-these samples periodically o',er the life of the plant for signs of deterioration.- Since 1976, the sample material has been maintained and periodically (approximately every 5 years) evaluated for density changes as-well as comparatively tested in flamability tests. Additionally, installed.
penetration seals using this foam have been subject to inspection for cracking-and foam depth as part of a general plant periodic test of penetration seals.
Based on the sample evaluation results. VEPC0 has determined that the fire.
protection pro >erties of Dow Corning Silicone Foam are not adversely affected by aging.and tlat the continued maintenance, periodic observation and testing i
of the sam)le are no longer warranted and the commitment to maintain, observe and test tie samples is discontinued.

i Based on your decision to continue the in-plant penetration seal inspections and surveillance, your proposal to discontinue your comitment to maintain and periodically observe / test silicone samples is acceptable.
