PORTSHOUTH GASEOUS DIFFUSION PLAliT DOCKET NO, 70 7002 CERTIFICATE AMENDHENT REQUEST COMPLIANCE PLAN, ISSUE 3. AUTOCLAVE UPGRADES I am in receipt of the United States Enrichment Corporation's (USEC) request for an amendment to the certificate of compliance for the Portsmouth Gaseous Diffusion Plant (PORTS) Piketon, Ohio. Specifically, the certificate amendment request refers to a roposed change to the Plan for Achieving Compliance with the Nuclear Re ulatory Commission Regulations at PORTS (Compliance Plan), Issue 3. Au oclave U) grades. The proposed change is to correct a description of the Autoclave.ocking Ring Interlock System.
I have reviewed the request for amendment to the certificate of compliance for PORTS and have no objection to the proposed change, as the Compliance Plan and Final Safety Analysis Report (FSAR) must correctly reflect the actual plant configuraticn.
I have not had sufficient time to perform a detailed review of-the USEC 10 CFR 76.68 evaluation in enclosure 3 of the submittal and, therefore, am not in a position to coment on its technical accuracy.
I would suggest, however, that the certificate amendment request correctly cite the appropriate revision to the FSAR as well as contain indications as to the dates of the revision marks contained in the revised compliance plan issue.
