i During an NRC inspection conducted on April 30,1997, violations of NRC requirements were identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," (Enforcement Policy), NUREG 1600, the violations are listed below:
A.
License Condition 14.A. of NRC License No. SNM-982 requires that sealed sources containing licensed material be tested for leakage /or contamination at intervals not to exceed six months.

Contrary to the above, as uf April 30,1997 a sealed source containing 48 grams of plutonium-239 was not being tested for leakage /or contamination at intervals not to exceed six months. Specifically, the source which was in use was last tested for leakage on November 1,1995 a time interval greater than six months.
This is a Severity Level IV violation (Supp!ement VI).
B.
License Condition No.17 of NRC License No. SNM-982 requires that the licensee conducts its program in accordance with the statements, representations, and procedures contained in a letter dated March 21,1990.

Section 7.0 of the letter (Surveying of Area) requires that the laboratory in the vicinity of the Howitzer be surveyed prior to and following the use or testing.
Contrary to the above, as of April 30,1997 the required survey has not been performed prior to and following use or testing in 1996 or 1997.
Specifically, the last routing survey was conducted on November 1, 1995 at the time of the leak testing.

Section 7.0 of the same letter requires that the Neutron Survey Meter be commercially calibrated annually.
Contrary to the above, as of April 30,1997 the Ludlum Model 15 (Portable Neutron Survey Meter) is not being commercially calibrated annually. Specifically, the meter was last calibrated commercially October 31,1994, a time interval greater than annually.
These are Severity Level IV vio:ations (Supplement VI).
