REQUEST FOR ADDITIONAL INFORMATION RELATED TO REVISION OF STEAM GENERATOR LEVEL TECHNICAL SPECIFICATION FOR BYRON STATION, UNITS 1 AND 2, AND BRAIDWOOD STATION, UNITS 1 AND 2 (TAC NOS. M97991, M97992, M97993 AND M97994)
Dear Ms. Johnson:
By letter dated February 18, 1997, Commonwealth Edison Company proposed changes to the Technical Specifications (TS) related to steam generator secondary side narrow-range water level to support steam gederator replacement at Byron Station, Unit 1, and Braidwood Station, Unit 1.
The change is needed because the replacement steam generators (RSG) have a different narrow-range span than the original steam generators (OSG).
In order to complete the review and make an acceptability determination regarding this issue, the staff needs the following additional information:
1.
The submittal makes numerous references to a setpoint methodology that was approved in WCAP-12585. Provide information related to the staff's approval of this document or the setpoint methodology. Also, provide additional detail on how the TS setpoint uncertainties, margins, and allowable values were determined using the approved methodology.
2.
The changes in the setpoint levels are due to the changes in the steam generator (SG) design and the resultant reduction in the narrow-range span.
Provide a physical description of the location of the level taps on the OSG and RSG; and 3.
Confirm that the new SG water level setpointa are consistent with the inputs used in the reanalyses of all transients and accidents that are affected by the SG water level setpoints. Also, confirm that the results of the reanalyses meet acceptance criteria with these new SG water level setpoints.
For the limiting case for each setpoint change (i.e., the case most impacted by the change in high level setpoint),
provide a summary of the results of the reanalysis including a i
-comparison to the acceptance limits for that analysis.
