RELATED TO INSERVICE TEST PROGRAM RELIEF RE0 VEST RV-14 NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO.

50-298 In reviewing the licensee's submittal for Inservice Test Program Relief Request RV-14 dated April 29, 1997, the staff has the following questions for clarification:

1.

Are the check valves in question (HPCI-CV-24CV, HPCI-CV-25CV, HPCI-CV-26CV, HPCI-CV-27CV, RCIC-CV-22CV, RCIC-CV-23CV, RCIC-CV-24CV, and RCIC-CV-25CV) capacity certified? If a check valve is not capacity certified, it can be classified as a check valve and tested in accordance with OM-10.

If a check valve is a capacity certified valve, then it can be classified as a pressure or vacuum relief device and tested in accordance with OM-1.

The valves in question are not required to be tested in accordance with both OM-10 (as a check valve) and OM-1 (as a vacuum relief device).

2.

For any valves that are capacity certified, provide the following 1

information:

(a) Please provide detailed explanation for set point testing in place only two out of the eight valves in question.

(b) Given that each of these valves will be disassembled during refueling outages, address the practicability of removing any of the valves for set point testing.
