Dear Mr. Ikeda:

I am responding to your letter dated April 17,1997, regarding State participation in the Commission's efforts relating to the extemal regulation of the Department of Energy (DOE).

The Nuclear Regulatory Commission (NRC) and DOE recently agreed to focus on a pilot j program, pending legislative clarification or authorization, of simulated regulation of three DOE nuclear facilities over the next year. The points of contact for this program are Carl J. j Paperiello for NRC, and Ray Berube and John Tseng for DOE.

Although we currently do not anticipate any of the pilot facilities being within the State of f' Hawaii, NRC intends to ensure a coordinated approach with the affected States on the tasks related to this undertaking. The importance of State involvement was also emphasized by the State participants in the Commission's Strategic Assessment process. These participants indicated that the States may be establishing a special committee to address the extemal regulation of DOE issue. It would be very helpful to our coordination efforts if a central point of contact with the States were designated. We will be contacting the Organization of Agreement States and the Conference of Radiation Control Program Directors to discuss the best structure for coordinating with the States.
