UNIT 1 WIDE RANGE NOBLE GAS MONITOR SPECIAL REPORT i
Baltimore Gas and Electric Company submits this Special Report concerning the inoperable Unit 1 Wide Range Noble Gas Monitor as required by Technical Specification 3.3.3.1, Table 3.3-6, Item 2.b.i.
4 ACTION TAKEN The Unit 1 Wide Range Noble Gas Monitor was removed from OPERABLE status on April 15,1997 at approximately 0755 to support the installation of new Main Steam Header Radiation Monitors per an approved modification. The installation of the new Main Steam Header Radiation Monitors, which will enhance our ability to detect a steam generator tube leak, required extensive modification work to be performed on the control panel which houses the Wide Range Noble Gas Monitor, The required modifications were not able to be completed within the seven day Action Statement. All control panel i
modifications rendering the Unit 1 Wide Range Noble Gas Monitor not OPERABLE were subsequently completed on May 3,1997 and the Unit 1 Wide Range Noble Gas Monitor was returned to OPERABLE status.
EFFECT ON OPERATION Unit 1 Technical Specification 3.3.3.1, Action Statement (30) was entered when the Unit 1 Wide Range Noble Gas Monitor was removed from service. In accordance with this Action Statement and our Accidental Radioactivity Release Monitoring and Sampling Methods procedure (Emergency Response Plan Implementation Procedure-821), alternate sampling methods were implemented. The inoperability of the Wide Range Noble Gas Monitor did not affect Unit 1 operation.
CAUSE OF INOPERABILITY The cause of the inoperability was the removal of the monitor from service to complete an approved modification.
PLANS AND SCIIEDULES FOR RESTORING TIIE SYSTEM TO OPERABLE STATUS The Unit 1 Wide Range Noble Gas Monitor was removed from OPERABLE status on April 15,1997 at approximately 0755 and returned to OPERABLE status on May 3,1997 at approximately 2230. No further actions are required.
