INP0 OBSERVER ON THE CHO SECO INCIDENT INVESTIGATION TEAM )

We are discussing with the Institute of Nuclear Power Operations (INP0) the concept of having an INP0 representative participate in the investigation of significant operating events as a member of the NRC Incident Investigation Team (IIT). We believe INP0's participation would be beneficial to the overall IIT process. This concept continues under discussion. In the meantime, however, we believe the December 26, 1985 Rancho Seco overcooling event can be used to gain insight for further development of this concept. In that regard, INP0 has agreed to send an observer to serve with the IIT. The INP0 observer will participate in the IIT process and activities, but will not be a team member, and thus, will not be a party to the team's report. The INP0 observer is expected to arrive onsite and join the IIT in the next day or so.
