Subj : GPU Nuclear Three Mile Island Nuclear Station, Unit No.1 50-289RA; 50-289EW (Special Proceeding)
Dear Comnissioners:
On March 27, 1985 Mr. Edward Wallace and I requested a hearing or some other proceeding to determine whether statements concerning our management integrity in various NRC documents and the implications of those statements are factually substantiated.
I believed that the request was necessary because the statements and implications damaged my good name, reputation and opportunity to work in the field of my choosing and to obtain professional advancement.
Nine months after I submitted my request, the Connission issued CLI-85-19.
It summarily disposed of all allegations of interest to the NRC concerning my management integrity except for those relating to Metropolitan Edison Company's December 5,1979 response to the October 25, 1979 Notice of Violation. With respect to that issue, it requested written connents from interested persons and the NRC Staff that were to be submitted by January 24, 1986.
It has now been over one year since I submitted my request to be heard and two and one-half years since the potential material false statement issue was first raised by the NRC Staff.
During the time it has taken for NRC to address this issue, the statements by NRC triggering my request have continued to constrain my ability to be considered for employment opportunities for which I believe that I am qualified.
I am also dismayed at what appears to be the increasing damage done to my good I
name and reputation while the issue remains unresolved.

Lando Zech, Commissioner April 21,1986 Page 2 For these reasons I feel compelled following the first anniversary of my initial submittal to urge that the Commission complete its review of the last remaining issue and either clear me of the charges of improper conduct or establisn an efficient process in which the facts relating to the NOV response would be addressed.
This process should lead to the withdrawal of any criticism of my management integrity by the Commission unless an adequate basis for the criticism is demonstrated.
