Dear Mr. Amy:

This is to express our appreciation for your invitation to have a member of my staff attend and observe the " counter-terrorist attack" exercise which was con-ducted at your facility on December 17, 1985.

The exercise' was well planned and was executed with a great deal of realism.

The critique revealed a few areas which will require some refinement by the various participating elements. However, being the first joint exercise of this nature, these were the kinds of lessons expected to be learned. In

's brief, the exercise met all of its intended objectives. Particularly note-worthy, from our perspective, was the fact that the Security Shift Supervisor on duty directed the guards to focus their primary attention on the protected area and approaches from the south and southeast, in spite of all the activity which was taking place on the north and northwest sides of the site.

The frequent reminders of safety considerations were also noted.

Another most commendable observation was the cooperative relationship existing between participating elements of your facility and those of the State and local communities. We encourage your continued support and participation in this type of joint effort.
