Dear Mr. Miller:

l In accordance with your application dated February 14,1997,(resubmitted by letter i dated February 25,1997), as revised March 10,1997, and pursuant to Part 76 to l Title 10 of the Code of Federal Regulations, Certificate of Compliance GDP-1 is hereby 1 amended to revise Technical Safety Requirement 2.2.5.2 on the design features of the  ;

cranes in the feed facilities and to incorporate changes to the safety analysis report J that describe the cranes. Accordingly, Condition 8 and Condition 9 have been revised to include the date of March 10,1997. This amendment is ef fective immediately. ]

All other conditions of this certificate shall remain the same.
