UNIT 1 CONTAINMENT HIGH RANGE RADIATION MONITORS - SPECIAL REPORT Baltimore Gas and Electric Company submits this Special Report concerning the inoperable Unit 1 Containment High Range Radiation Monitors as required by Technical Specification 3.3.3.1, Table 3.3-6, Item 1.b.

ACTION TAKEN The Unit 1 Containment High Range Radiation Monitors were removed from OPERABLE status on April 25,1997 at approximately 0940 to support the installation of new Main Steam Header Radiation Monitors per an approved modification. The installation of the new Main Steam Header Radiation l

Monitors, which will enhance our ability to detect a steam generator tube leak, required extensive modification work to be performed on the control panel which houses the Containment High Range Radiation Monitors. The required modifications were not able to be completed within the seven day action statement. All control panel modifications rendering the Unit 1 Containment High Range Radiation Monitors not OPERABLE were subsequently completed on May 3,1997. Tite Unit 1 Containment High Range Radiation Monitors were returned to OPERABLE status at approximately 1520, on May 3,1997.

EFFECT ON OPERATION Unit i Technical Specification 3.3.3.1 Action Statement (30) was entered when the Unit 1 Containment High Range Radiation Monitors were removed from service. In accordance with this Action Statement and our Accidental Radioactivity Release Monitoring and Sampling Methods procedure (Emergency J

Response Plan Implementation Procedure-821), alternate sampling methods were implemented. No unusual or unexpected readings were obtained during the period that the Unit 1 Containment High Range i

Radiation Monitors were not OPERABLE. The inoperability of the Containment High Range Radiation Monitors did not affect Unit 1 operation.

CAUSE OF INOPERABILITY The cause of the inoperability was the removal of the monitors from service to complete an approved modification.

PLANS AND SCIIEDULES FOR RESTORING TIIE SYSTEM TO OPERABLE STATUS The Unit 1 Containment High Range Radiation Monitors were removed from OPERABLE status on April 25,1997 at approximately 0940 and returned to OPERABLE status on May 3,1997 at approximately 1520. No further actions are required.
