CLASSIFICATION PROCEDURE We have reviewed your letter dated November 15,1996, and the enclosed changes to Emergency Plan Implementing Procedure 5.7.1. " Emergency Classification," Revision 23.
The revision was submitted in accordance with 10 CFR Part 50, Appendix E.V and l
incorporated editorial and clarifying changes.
l Based on our review, we determined that the changes are acceptable and do not appear to I
degrade the effectiveness of your emergency planning at Cooper Nuclear Station.
