Millstone Nucleer Power Station, Unit No. 3 Response to Request for AdditionalInformation Operating Procedure for Post-Trip Review (Generic Letter 83-28)

In Reference (1), Northeast Nuclear Energy Company (NNECO) indicated that an operating procedure regarding the post-trip review program for Millstone Unit No. 3 would be available for NRC Staff review. In Reference (2), you requested that we provide this procedure so that the NRC Staff may complete its review of our prograir..

In Reference (3), we informed you that we were in the process of finalizing this operating procedure for Millstone Unit No. ,3. Attached is the operating procedure for the post-trip review program which should enable your Staff to complete its review of this item. As such, item 2.c(18) can be removed from the Millstone Unit No. 3 draf t license (Reference 4).

In Reference (1), we also informed you that personnel who perform the function -

of Duty Officer will hold and maintain a current SRO license on the unit. All Millstone Unit No. 3 Duty Officers have participated in the cold license training

-program, however, due to other priorities,- all were not able to take the SRO exam prior to startup. We consider these non-licensed Duty Officers to have a level of knowledge equivalent to that of a SRO licensed individual by virtue of their. participation in the cold license training program. Additionally, it is our

. intent to have them obtain their SRO license within the next few years.
