MEMORANDUM AND ORDER We summarily deny the motion of intervenors Suffolk County, State of New York and Town of.Southampton seeking certain declaratory rulings from this Board in the wake of the February 13, 1986 emergency planning exercise for Shoreham that was observed by the Federal Emergency Management Agency. At this juncture, each of the parties will have to make its own determination respecting (1) what procedural rights arise from the exercise and (2) when those rights must be pursued. As a general matter, we are disinclined to issue advisory opinions of the stripe Mr. Edles is currently serving as Acting Director of the Commission's Office of Inspector and Auditor and, for the duration of that assignment, is not participating in the decisions and orders of this Board.
