IMPLEMENTATION OF 10 CFR PART 50, APPENDIX J, OPTION B, PROPOSED TECHNICAL SPECIFICATION CHANGE N0. 200 (TAC NO. M96588)

Dear Mr. Sellman:

The Commission has issued the enclosed Amendment No.158 to facility Operating License No. DPR-36 for the Maine Yankee Atomic Power Station, in response to your application dated September 13, 1996, as supplemented by letter dated January 15, 1997.

The amendment revises the Technical Specifications to permit the use of 10 CFR Part 50, Appendix J, Option B, performance abased containment leakage rate testing.

Your letter of January 15, 1997, requested NRC concurrence with your position that the 1988 Integrated Leak Rate Test, which was conducted at the technical specification peak accident pressure (P in effect at the time (50 psig) is considered a " Full-Pressure Test" for tb)e purpose of complying with the Nuclear Energy Institute (NEI) Guidance. We concur in this position.

A copy of the related Safety Evaluation is also enclosed. Lotice of Issuance will be included in the Commission's biweekly Federal Reaisur Notice.
