FACILITY: Bio Rock Point Plant St& LECT: SilMMARY OF MEETING HELD ON MARCH 31, 1986 The NRC held a meetino with CPC representatives in Bethesda, Maryland on March 31, 1986. The purpose of the meetina was to discuss 10 CFR Part 50, Appendix R issues for the Rio Rock Point Plant (the facilitv). A list of attendees has been provided as Enclosure 1.

The meetino at NRC headouarters was promoted as a result of concerns expressed by inspectors from tha NDC Decion III nffice and representatives in NRR with regard to compliance to 10 CFR Part 50, Appendix R. Durinn December 1985, NRC Region III inspectors conducted an Appendix R audit at the facilitv. The results of the inspection have not vet baen docketed, however, several issues were identified as open items durinq the exit meeting with CPC. A second visit to the facility was made in March 1086, by Reaion 111 to obtain clarification for certain Annandix R issuas includina availability of analyses for fires in the control room, containment, and screen house. Other fire protection issues were also discussed. Details of '

both audits will be documented in the Recion III Inspection Deport.

Durino a conference call between NRR, Reaion 111, CPC, and representatives of Prookhaven National Laboratories, it became apparent that the most efficient way to resolve the remainina open Appendix R issues was to meet. Therefore, at the request of NRR, representatives from Regio 1 III, CPC, and Brookhaven National Laboratories came to Rethesda to exchange as much information as was necessary to resolve the remaining facility Appendix R open issues.

As NRR understands CPC, there appears to be a lack of an easily presentable anal.ysis for certain Appendix R issues. This is a potential findin9, the sionificance of which, if any, will be documented in the Renion 111 Inspection Report.

Other discussions centered on an exemption which CPC reauested by submittal dated Seotember ?8, 198? which was granted by the NRC on March 8, 1983.

Specifically, the technical basis for aranting oart of the March 8, 1983 exemption is at issue and the validity of which is now in cuastion. NRR has found the exemption misleading in the area of separation for equipment required for safe shutdown in the control room in the event of a worse case spurious actuation and damane to equipment / systems reauired for safe shutdown in the event of a fire.

NRR will forward to CPC a letter of interpretation of the exemption issued on March 8, 1983 for the facility.

As a result of concerns expressed by both CPC and the NRC with respect to the information presented above, includino the March 8,1983 exemption for III.G of Appendix R, CPC has agreed to the followino action:

CPC will submit a letter to the NRC within 14 days from the date of this meetino which will provide the following:

1. Identification of all areas of the facility where the rule (Appendix R) is not met or an exemption has not been oranted,
2. A description of the compensatory measures taken for all of the areas identified in (1) above, and
3. A date for submittal of a total package or " Fire Plan" which would include an updated Fire Hazards Analysis incorporating all of the appropriate information related to safe shutdown and a list of exemptions granted for the facility. CPC should use the format identified in Section 2R of Annendix R to 10 CFP Part 50 when preparino the " Fire Plan".

l During the meeting CPC committed to provide the " Fire Plan" to the NRC hv restart from the facility 1985 refuelina outage. NRP has reserved final i comment on this proposed date until CPC's letter of compensatory measures l has been received.
