SUBJECT: NRC INSPECTION REPORT 50-298/97-03 AND NOTICE OF VIOLATION
Dear Mr. Horn:
'
An NRC inspection was conducted February 23 through April 5,1997, at your Cooper
Nuclear Station reactor facility. The enclosed report presents the scope and results of that
- inspection.
During the 6 week period covered by this inspection period, your conduct of activities at
the Cooper Nuclear Station facilities was generally characterized as good. We noted
i
however, that a violation of NRC requirements was identified. This violation involved a fire
watch performed by rernote television viewing of a hot work area. Inspectors identified
that the fire watch could not view more than half of the area affected by grinding and
welding sparks. Subsequently, your staff identified bags of combustibles nearby. ' Hot
work resumed before the combustibles were removed.
This violation is cited in the snclosed Notice of Violation (Notice) and the circumstances
surrounding the violations is described in detail in the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the
)
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
,

regulatory requirements.

its enclosure (s), and your response will be placed in the NRC Public Document
Roorn (PDR). To the extent possible, your response should not include any personal
