Nuclear letter (6710-96-2264), Knubel to NRC, dated August 1,1996 The purpose of this letter is to document GPU Nuclear plans for the Cycle 12 refueling (12R) outage Once Through Steam Generator (OTSG) tube inspections as discussed with the NRC at a meeting in Rockville, Maryland on November 26,1996 and in telephone calls on March 14,1997 and April 16,1997. The 12R Outage is scheduled to begin in early September 1997.

GPU Nuclear is increasing the planned sample size for eddy current examinations from the 21%

sample of tubes examined during the Cycle 1 I Refueling (11R) Outage to a planned sample of approximately 40% of the tubes in each OTSG during the 12R Outage. These examinations will be performed in accordance with the current technical specifications using an interpretation (see reference 1) which was. approved by the NRC in reference 2. GPU Nuclear will adhere to the

, stipulations provided by the NRC in reference 2. NRC approval of this interpretation was requested for the llR Ouiage due to an ambiguity created by the larger planned sample of tubes inspected. The only difference in using this interpretation for the 12R Outage will be that the a

6710 97-2195 Page 2 of 2 GPU Nuclear also plans to examine a portion of the length of the kinetic expansion area within the upper tubesheets of at least 21% of the inservice tubes of each of the OTSGs during the 12R Outage as discussed in reference 3. Analyses are currently being performed which will determine the structural criteria and accident-induced leakage criteria to serve as a basis for conducting these examinations and developing the acceptance criteria for any indications that might be found in the kinetic expansion area.

We expect to complete these analyses in June 1997 and meet with the NRC staffin July to discuss the results of the analytical work in accordance with following schedule:

Complete the final report on structural analysis of June 15,1997 i

kinetically-expanded area defects and complete leakage analysis l

Perform a nondestructive examination / eddy current June 15,1997 test (NDFJECT) qualification check Complete examination / disposition / escalation June 30,1997 guidelines for 12R Outage examinations of the kinetic expansion area (including a 10CFR 50.59 evaluation)
