The staff should expeditiously proceed to update the proposed rule that would allow for site specific decommissioning cost I
estimates, whether higher or lower than the estimates developed using the generic formula in 10 CFR 50 75, and resubmit it to the Commission.

The staff should also consider:
1.
the need for a rule that simply requires that l
decommissioning funding is adequate, and providing guidance in a regulatory guide as to acceptable ways to determine the adequacy of these funds, including the generic formula approach.
In this way, the staff can look critically at this default approach continually as l
new data becomes available, and/or 2.
the need to focus specifically on escalation factor "B"
in the generic formula based on actual decommissioning data that is presently available to determine, among other things, if the benefits of waste compaction would significantly affect the overall decommissioning cost estimate.
