MEMORANDUM FOR: Ronald M. Scroggins, Director, Office of Resource Management FROM:

James G. Keppler, Regional Administrator, Region III

SUBJECT:

LEVEL TWO REQUEST FOR STANDARD ENHANCED PERSONAL COMPUTERS, WITH STANDARD SOFTWARE In accordance with NRC Bulletin No. 0904-1, this memorandum is to document a Region III level two request for nine standard enhanced personal computers (PC-XT's), with standard software. Eight of these personal computers would be used by first line supervisors in the Division of Reactor Projects.

Additionally, one computer would be used in the Data Management Unit, of the Division of Resource Management and Admir.istration. We are of the view that first line supervision of the inspection activities at Region III sites, with attendant project management benefits, could be further improved by allocating a PC-XT to each Project Section in the Division of Reactor Projects.

Justification for this equipment and software follows:

Currently, each of the Region III 20 resident sites have a standard basic personal computer (PC).

In the Region, eight first line supervisors, and 11 inspectors share one PC-XT and two PC's.

This causes inefficiencies in managing and coordinating the project work load.

In addition to correcting these inefficiencies, the requested computers would provide enhancements to project management as described below.

Comunications to and from the sites would not be bottle-necked through one PC-XT. Morning Report and other short turnaround comunications could be handled directly between the section and the site. Data base programs would be used-to maintain real-time status of the master inspection plan for each site.

Comunicating master inspe:: tion plan changes to and from the sites would be better controlled. Through database programs, each supervisor could track the status of ongoing priority items. Since standard software would be used, the status of these items would be readily available during project Section Chief absence, thus providing for improved project management.

The telecomunications network currently being installed in the Regions will allow all of the personal computers in Region III to comunicate with each other at a high speed (9600 Baud).

It is my intention to have one PC-XT installed and controlled by the Data Management Unit for comunications with the 5520. The primary purpose of this computer would be for communications to and from the 5520, but it would also be available for Data Management Unit use and administrative control.

Use of this computer for comunications to and from the 5520 will also eliminate the cost of having Bisynchronous Comunications Adapters, cables, and modems for each of these and most other PCs in the Region.

In addition to the other uses, we also anticipate using these personal computers with the Corporate Data Network (CDN).

A list of NRC standard personal computer equipment and NRC standard software that we anticipate will be needed for each of the nine PC-XT's is enclosed.

We would appreciate an expeditious review of this request and any questions should be addressed to Mr. E. R. Schweibinz, Chief, Technical Support Staff (FTS 388-5542).
