The purpose of this letter is to notify you of a change in the description of a regulatory commitment.

Commitment USEC's Febmary 14,1997 letter from R. L. Woolley to R. M. DeVault (DOE) responded to the subject NOVs. As pad of this response, USEC committed to " develop a proceduralized process (checklist / rules) for planners such that the 10 CFR 76.68 screening process is considered when evaluating work activities not covered by procedures or work instructions. This action will be completed by May 13, 1997."

This commitment was also included in USEC letter to NRC, GDP 97-039, dated March 17, 1997," Compliance Plan Issue C1/X1, List of Open United States Enrichment Corporation (USEC)

Commitments to the Department of Energy (DOE), Supplement 1."

Description of Revised Commitments The above commitment is being revised to state "USEC will develop a proceduralized process (checklist / rules) for use during work control planning such that the 10 CFR 76.68 screening process is considered when evaluating work activities not covered by procedures or wo instructions. This action will be completed by May 13, 1997."

' Justification for Commitment Changes During the development of the revised proceduralized process, we determined 10 CFR 76.68 considerations were more appropriately performed by the system engineers who review procedures and work instructions during the work planning process. The system engineers are trained on the 10 CFR 76.68 process. Additionally, the planners and section managers in the work control organization at PORTS have been trained on the 76.68 process.
