Enclosed is Revision 33 to issue 4 of the Beaver Valley Power Station (BVPS)
Physical Security Plan (PSP) (Base Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 33 changes include the
]
following:
1.
The removal of the Emergency Director as being authorized to approve the suspension of safeguards measures. This results in a change to Chapter 3 as well as the introductory section of the Base Plan entitled " Emergency Suspension of Safeguards Measures."
2.
Revised Chapter 12 of the Base Plan to identify an exception to the testing requirements for the intmsion alarms of the Unit I and Unit 2 Equipment Hatch vital area doors. This exception shall be when an installed Hardened Delay Barrier is in place and the intrusion alarms are not utilized for secunty.
These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)'(2).
