Discharge of wastewater from this facility must not alone or in combination with other sources cause the receiving stream to violate the following thermal limitations at the edge of the mixing zone which is defined by Section 302.211, Illinois Administration Code, Title 35, Chapter 1, Subtitle C, as amen 6d:

Dear Mr. Kluge:

We would like to request that the effluent concentration limits on total iron be dropped for outfall No. 001, Cooling Pond Blowdown.

Cooling Pond Makeup samples from the Illinois River have been routinely collected for total iron along with cooling Pond Blowdown samples. A comparison of these samples is presented in the attached table.

The Makeup data shows that the Illinois River has had con:entrations at least as high as 32.6 ppm total iron (5 March 85). The corresponding Blowdown data for this date was 30.5 ppm.

The total iron concentration limits on the NPDES Permit are for a Daily Maximum of 4.0 mg/l and a 30 day Average of 2.0 mg/1. From the attached table, total iron concentrations in the Illinois River are highly variable resulting in correspondingly variable blowdown concentrations.

These river variations in total iron concentration have resulted in NPDES Permit iron limitation noncompliances previously reported to the Illinois EPA. It is our position that NPDES total iron limits are therefore meaningless.

[ will not grant your request for modification for the following reasons:

( The present process waste streams entering the cooling pond (demineralizer

' regenerant wastes; waste water treatment system effluent; etc.) contain fron t

concentrations which are contributing to cooling pond blowdown f ron concentrations in excess of effluent standards. The analysis of the Illinois River water withdrawn for makeup to the LaSalle County Station cooling pond, which was prepared and submitted by Commonwealth Edison Company on June 29, 1981 for renewal of NPDES Permit No. IL0048151, indicated a total f ron concentration of 0.88 mg/1. IEPA water Illinois River at Marseilles, Illinois, quality for themonitoring years 1981 throughdata for1983 the indicated a maximum total f ron concentration of 4.2 mg/1. Since there is '

considerable discrepancy between the f ron concentrations reported by Connonwealth Edison Company for the Illinois River during March and April, 1985 and previously collected data, a more tubstantial assessment of fluctuating iron levels in the Illinois River at the LaSalle County Station intake will be required. An operational plan to reduce f ron input to the cooling pond from station process waste streams will be required prior to this Agency considering the applicability of 35 Ill. Adn. Code 304.103 to this case.

The decision not to grant this request is a final action by the Agency. The provisions of the Permit as issued remain in full force and effect. If you wish to appeal this decision, you must do so before the Illinois Pollution Control Board.

Commonwealth Edison hereby requests modification of the subject permit to allow the use of Direct Current Plasma (DCP) Optiacal Emission Spectrophotometry for determination of metals required under the permit's self-monitoring provisions. We understand that, in order for such  ;

permission to be granted, the equivalence of this methodology to existing approved methods must be demonstrated. To this end, please find attached a copy of the proposed method and a copy of a letter issued by the USEPA which states that such equivalency has been established. We have been informed that the documentation package supporting this is quite substantial and, therefore, have not obtained a copy to accompany this submittal; however, information on these documents can be obtained from the USEPA's laboratory in Cincinnati. _ Technical Justification for Recommendation:

Beckman Instruments, Incorporated, has successfully comoleted our minimum required comparability data requirements as referenced in our attached correspondence of March 15, 1983, and February 1,1933, for nationwide approval of an ATP for " National Pollutant Discharge Elimination System" (NPDES) compliance monitoring. Comparability data were provid'$d from the analyses of samples by both the USEPA approved test procedure and the proposed DCP test procedure from f rve Standard Industrial Classification (SIC) codes most significant to the NPDES permits program. The SIC coces used in the comparability study for each element were as described in the correspondence of February 1,1983.

Our statistical analyses of the comparability data indicate that use of Beckman Instrument's DCP test procedure is comparable to the USEPA approved test procedure as referenced in 40 CFR 136 in both precision and -

accuracy for 27 out of the 29 metals identified above. The other two elements,.

cadmium and beryllium, demonstrated only small statistically signficant differences; however, in our opinion, these small differences would have a negligible impact on the NDPES compliance monitoring program.

Accordingly, we feel a recommendation of nationwide approval of the use of Beckman Instruments' DCP test procedure for those elements listed above is indicated.
