Dear Dr. Jackson:

On March lith Mr. Bruce Kenyon addressed a group of N.U. employees, asking them to attend an upcoming meeting be-

)

tween N.U.and the public.

In that meeting he told.them, "We have a rather insistent, small crowd with typically negative things to say, based on past history, but not au courant-of recent-developments at Millstone...It is easy for.the public to be critical of management and blame us for past' sins."

Neil Carns, Senior Vice-President of Millstone. Station read

a. letter from an N.U. contractor before the N.R.C.at the Waterford Town Hall on March 18th, whom Mr. Carns described as a

" concerned employee."

Sections of the letter read as follows:

"... Granted this facility has made a number of noticeable mistakes.and they are being corrected to my satisfaction.JMaybe one day society will have enough of a life to live so they can concentrate on their own mistakes instead of somebody else's."

Mr. Carns deemed this letter " refreshing" in front of the N.R.C.

Mrs. Jackson, The-Citizens' Regulatory Commission does not consider such comments warranted or an accurate representation.of the-situation at Millstone, which has been serious.

Our group has'made constructive and accurate criticisms

'of.N.U. mismanagement and.N.U.-N.R.C. collusion and has.tried to hear both sides of the issue.

Wa do not like being labelled extremists.- And we^do not like to be told that N.U. and the

-N.R.C.

is being. responsible, or the N.R.C.,

in having only four out of eighty-three systems checked before restart, in not making available to the public immediately the list of those systems and their deficiencies, in not. allowing experts who have never had involvement with the utility or the N.R.C. onto the1 restart evaluation teams, and in allowing a contractor onto that. team who's done a half a million dollars of-business with N.U.

in the past ten years.

-The small percentage of systems being checked combined with the continuation of N.U. and N.R.C.'s closed. door policy gives

.no reassurance to the public of any greater degree of safety or material / managerial integrity at those plants.

Furthermore, the "past sins" of N.U.,

including the near meltdown at C.Y.,

might have proved fatal. Some are still with us in the potentially; uncorrected-systems and overloaded spent fuel pools.

Please open your agency to public participation and criticism

-c and. allow us'to evaluate.or choose evaluators for N.U. ourselves.

-y will oblige us to go to pressure the State legislature.for.

greater nuclear industry oversight-and even the Federal.

government for a reformation of your agency to allow for that outside criticism.

But in no case were comments by Bruce Kenyon'and Mr. Carns concerning ours and similar organizations warranted. Understand that we are'not only not extremists, butLthat we have made very constructive criticisms of the utility and of the N.R.C.

for the sake of the public welfare, comments founded on our responsible knowledge of N.U.'s long history of violations and secrecy. Understand also that we will fight for greater oversight of those plants in this state.
