Proposed Modification to the Davis-Besse Nuclear Power Station, Unit Number 1, Facility Operating License NPF-3, Appendix A Technical Specifications to Delete the Requirements for Safety Features Actuation System Containment High Radiation Monitors (License Amendment Request No. 95-0026)

Ladies and Gentlemen:

Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS) Unit Number 1, Facility Operating License NPF-3, Appendix A, Technical Specifications. The proposed changes involve Technical Specifications (TS) 3/4.3.2.1, Safety Features Actuation System Instrumentation, 3/4.6.1.7, Containment Systems - Containment Ventilation System, 3/4.6.3.1, Containment Systems - Containment Isolation Valves, 3/4.9.4, Refueling Operations - Containment Penetrations, and their associated Bases.

This application proposes to delete the TS requirements for the Safety I Features Actuation System (SFAS) containment radiation monitors (RE's);

require that the containment purge supply and exhaust isolation valves remain closed at all times during Modes 1, 2, 3 and 4 ; delete the TS requirement of verifying that each purge and exhaust automatic valve l actuates to its isolation position on an isolation te' signal; and delete the TS option to use the SFAS containment radiation monitors to provide automatic containment isolation during refueling operations. The proposed changes will not adversely affect safety. The proposed changes will allow the elimination of maintenance and surveillance costs associated with the radiation monitors, thereby providing for a potential savings of approximately $320,000 over the DBNPS's remaining life.

Toledo Edison requests that the NRC approve and issue this change by I January 2, 1998.
