SUBJECT: NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT NO.

50-295/97015(DRS): 50-304/97015(DRS)

Dear Mr. Mueller:

On June 6,1997, the NRC completed an inspection at your Zion Generating Station, Units

1 and 2. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they

relate to radiation safety and to compliance with the Commission's rules and regulations

and with the conditions of your license. The inspection consisted of a selective

examination of procedures and representative records, observations, and interviews with

personnel.

Some improvement was identified in aspects of your radiological protection program. The

radiation protect ion staff performed good assessments of radioactive material control and

Unit 2 start-up readiness. Also, your staff took actions to identify radioactive material

outside of the radiologically protected area and to prevent any additional radioactive

material from being released. Improvements in radiation protection oversight of the

Auxiliary Building resulted in some reduction of radiological impediments and improvement

in access to plant equipment. The radiological planning for recovery of a piece of highly

radioactive material from the reactor vessel flange area was good. However, we recognize

that corrective actions to address previously identified radiation protection weaknesses

have only recently been implemented, and we will continue to assess the results of these

actions for long term, sustained improvement in your radiation protection performance.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter

and the enclosure will be placed in the NRC Public Document Room. l
