SUBJECT: NRC RADIATION PROTECTION INSPECTION REPORT NO. 50-

341/97009(DRS)

Dear Mr. Gipson:

On June 6,1997, the NRC completed an inspection at your Enrico Fermi, Unit 2 facility.

The enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of a selective examination of procedures and representative records,

observations of activities, observations of equipment material condition, and interviews

with personnel.

Overall, your staff effectively implemented the gaseous effluent and radiological

environmental monitoring programs in accordance with the Offsite Dose Calculation

Manual. Both the area and process radiation monitoring systems were well maintained and

calibrated, in addition, plant water quality and quality control of the chemistry laboratory

remained a strength.

However, our review identified one continuing deficiency in your chemistry program

regarding the inconsistent operability of the Post-Accident Sampling System (PASS) for

nearly the past two years. Plant data indicated that the PASS operability has been

affected by a variety of problems. Interviews with your staff indicated that the process to

significantly modify the PASS has been initiated. We will review this issue during a future

inspection.

No violations of NRC requirements were identified,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).
