li The enclosed drawings are being provided to facilitate your revicebf the mechanical design of the CASTOR V/21 fuel basket.

These drawings are considered by GNSI to be proprietary and have been appropriately designated.

Incorporated into those drawings, are chanqes in walding detail which have been made in response to your concerns as recently communicated to us.

Attachment one provides a revision of the TSAR calculation taking into account the proposed we'd configuration and the use of weld ouality factors as defined by the ASME Code Section III Subsection NG.

The following proposed changes are included, which provide structural improvements to the basket.

a)

Several welds have been nodified to provide increased length and weld penetration. An alternative holted fastener arrangement at the center of the basket is also shown.

b)

Additional flux trap spacers have been added at locations which provide improved fuel capacity support.

c)

The number of gusset plates distributed over the basket length has been increased.

(GNSI) duly authorized to make this affidavit, and have reviewed or caused to have reviewed the information which is identified as proprietary and referenced in the paragraph immediately below.

I am submitting this affidavit in conformance with the provisions of 10 CFR ?.790 of the Conmission's regulations for withholding this information from public disclosure.

The information for which proprietary treatment is souoht is as follows.

1.

GNS Drawing A500.11-15, (Draf t) CASTOR V/21 Basket.

2.

GNS Drawing BS25.106-544 (Draft) CASTOR V/21 Rasket Welding Plan.

These documents have been appropriately designated as proprietary.

l I have personal knowledge of the criteria and procedures utilized by GNSI in designating information as a trade secret or as privileged / confidential information of a connercial or financial nature.

Pursuant to the provisions of paragraph (b) (4) of Section 2.790 of the l

Commission's regulation, the following is furnished for consideration by the Connission in determining whether the information sought to be withheld from public disclosure, included in the above referenced docunents, should he withheld.

1.

The information sought to be withheld from public disclosure consists of desiqn drawings and fabrication details which is owned and held in confidence by GNSI, and not disclosed to any third party without first obtaininq that party's written agreement to hold the information in confidence.

2.

The ownership of this information results in a substantial economic i

advantage to GHSI, over its conpetitors who do not know or use it.

The information is of a type customarily held in confidence by GNSI and not customarily disclosed to the public. GNSI has a rational basis for determining the type of information to be held in confidence.

4 The infomation is being transmitted to the Connission under the provisions of 10 CFR 2.790 with the understanding that it is to be received and held in confidence by the Commission.

5.

The information, to the best of nty knowledge and belief, is not available in public sources, and any disclosure to third parties has been made pursuant to regulatory provisions or proprietary agreements which provide for continuing the confidentiality of the infomation and only to those parties who' need to know the information.

6.

Public disclosure of the infomattin is likely to cause substantial harm to the competititve position of GNSI b'ecause development of this infomation by GNSI required thousands of nan hours of effort and hundreds of thousands of dollars. To the best of my knowledge and belief other parties including competitors would have to undergo similar expense in generating equivalent infomation.

Public disclosure of the infomation would enable a competitor to avoid the effort and expense to develop this infomation and would enable that competitor to develop a-similar product at a significant cost savings, thereby impairing the competititve position of GNSI.
