NRC INSPECTION REPORT 50-373/97004(DRS); 50-374/97004(DRS) AND

EXERCISE OF ENFORCEMENT DISCRETION

,. On May 16,1997, the NRC completed an inspection at your LaSalle facility. The enc;osed j

l report presents the results of that inspection.

!

Based on the results of this inspection, the NRC has determined that three violations of

4 NRC requirements occurred. Two violations involving surveillance testing were identified.

Appropriate testing controls and testing acceptance criteria are necessary to ensure that -

testing results are meaningful and can be compared against a valid standard to verify that

,

-equipment will perform satisfactorily during a design basis event. The violation regarding

fire protection is of concern because identification of an adequate safe shutdown path is -

important to ensure that the plant can be safely shutdown in the event of a fire. You

responded to these three issues in.a letter dated December 20,1997. As noted in the

body of this report, we reviewed your corrective actions to these issues and consider them

acceptable.

However, because these violations were based upon activities prior to the events leading

to the current extended plant shutdown and satisfy the criteria in Section Vll.B.2,

" Violations identified During Extended Shutdowns or Work Stoppages," of the " General

-Statement of Policy and Procedures for NRC Enforcement Actions" (Enforcement Policy),

NUREG-1600, a Notice of Violation is not being issued.
