NRC INSPECTION REPORT 70-7001/97-202

Dear Mr. Miller:

This refers to the chemical process safety inspection conducted from March 24 to j April 18,1997, at the Paducah Gaseous Diffusion Plant. The purpose of the inspection was to determine the effectiveness of the facility's chemical process safety program. At the conclusion of the inspection, the findings were discussed with Mr. Steve Polston, General Manager, and members of his staff.

Areas reviewed during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of facility walk through, selective examinations of procedures and records, interviews with personnel, and observations. Based on the results

, of this inspection, no violations of NRC requirements were identified.

At the exit meeting, the inspectors noted that the plant had not adequately implemented l the Job Hazard Analysis (JHA) program, as documented in a plant procedure. This  !

deficiency was noted to plant personnel including General Manager, Mr. Steve Polston.

Based on these noted deficiencies, Mr. Polston and his counterpart at Portsmouth committed to update the JHA program at both facilities. The specifics of this commitment j are outlined in the report, and the completion of this commitment will be tracked by NRC  !
