Dear Mr. Wilkerson:

This letter is to provide you with follow on information to discussions between members of our staffs regarding your participation in an emergency response workshop on May 6-7, 1986, in Arlington, Texas. The workshop is being sponsored by the Region IV office of the U.S. Nuclear Regulatory Commission.

The purpose of this workshop is to bring together representatives of the Department of Energy, the Environmental Protection Agency, the Federal Emergency Management Agency, and the NRC with Region IV nuclear power plant licensees and representatives of the states in our region in which nuclear power plants are operating or are being built. We are including representatives of states that are in the 10-mile Emergency Planning Zone of plants in NRC Region IV.

The workshop will focus on the concept of response to reactor emergencies and the interactions among emergency response organizations necessary to integrate emergency response efforts.

There will also be discussions of topics of current interest related to emergency response.

As part of this program, we would appreciate your preparation of a 45 minute presentation outlining the roles and responsibilities of your agency during emergency response. We would also like for you to chair a 2-hour panel discussion, with questions from attendees, that will focus on emergency planning, policy, and guidance.

Joining you as panel members will be Mr. Sheldon A. Schwartz, Deputy Director, Division of Emergency Preparedness and Engineering Response, Office of Inspection and Enforcement, NRC, Mr. David K. Lacker, Chief, Bureau of Radiation Control, Texas Department of Health and Mr. John Cadwallader, Supervisor, Emergency Planning, Gulf States Utilities.

We will have graphic equipment to accommodate either 2X2 slides or overhead viewgraphs.

If you will provide us with a copy of any handouts that you desire to distribute during your presentation, we will be happy to reproduce them.

The workshop will be held at the Arlington Rodeway Inn, 833 North Watson (State

-Highway 360).

It is tentatively scheduled to begin at 8:30 a.m. on May 6, and end late afternoon on May 7.

We are enclosing room reservation request cards for making advance reservations by mail.

You also may make your reservations by telephone at (817)640-7080.

A special rooq rate of $35 per night, single or double, has been arranged for workshop attendees.

Also, to aid us in estimating

- j the number of attendees and in making other arrangements, please complete for your agency the enclosed questionnaire and return it to Mr. Gary Sanborn by April 11, 1986.
