Dear Mr. Agustini:
On December 13, 1985, P;nnsylvania Power and Light Company (PP&L) notified the Pennsylvania Department of Environmental Resources (Pa. DER) of a potential non-compliance with NPDES Permit No. PA-0047325. This noncompliance involved a possible release of Dioctyl Phthalate at Outfall 171, which receives wastes from radwaste treatment. A letter to the Pa. DER dated December 18, 1985 (PLE-7881) reiterated the details of the incident and indicated we had taken water samples at three locations on December 16, 1985 as recommended by the Pa. DER.
Water samples were collected on December 16, 1985, by Radiation Management Corporation. Samples were collected at the plant intake, discharge, and at a drinking water tap. Analysis of these samples showed the concentration of Dioctyl Phthalate to be less than the lower level of detection of five of micrograms per liter ( 4 5 ppb) in each case.
It is likely that preliminary indications of Dioctyl Phthalate in the liquid radwaste system resulted from initial intake of river water containing small amounts of this chemical. The United States Environmental Protection Agency indicated there were two spills of Dioctyl Phthalate contaminated oil-from the Butler Mine Tunnel into the Susquehanna River in November 1985. They felt there could have been additional discharges or residual amounts of this chemical in the river from the Butler Mine Tunnel Site.
