SUBJECT:
NRC INSPECTION REPORT NO. 50-346/97004(DRP) AND NOTICE OF
VIOLATION
Dear Mr. Wood:
On April 14,1997, the NRC completed an inspection at your Davis-Besse site. The
enclosed report presents the results of that inspection.
Overall, we noted Improved procedure usage and adherence by both operations and
maintenance personnel during this inspection period. Good material condition of important
standby systems was also noted.
However, a violation of NRC requirements was identified during this inspection. The
violation involved a failure to perform, as required by technical specifications, monthly
relay testing of essential bus loadshed and emergency diesel generator start functions.
Although NRC-identified, we recognize that your staff took prompt and appropriate
corrective action once the problem was identified to them. We also acknowledge the fact
that you are implementing a systematic review of technical specification related
instrumentation in response to NRC Generic Letter 96-01, by which similar problems
should be identified and corrected.
The violation is cited in the enclosed Notice of Violation (Notice), and the circumstances
surrounding the violation are described in detailin the enclosed report. The NRC has
concluded that information regarding the reason for the violation, the corrective actions
/
taken and planned to correct the violation and prevent recurrence is already adequately
addressed on the docket in the attached report. Therefore, you are not required to
respond to this letter unless the description therein does not accurately reflect your
corrective actions or your position on this matter. In that case, or if you choose to provide
additional information, you should follow the instructions in the enclosed Notice.
