.g meeting was to discuss with corporate management the Region I broad view concerns on probicms observed during inspections completed sub-sequent to the meeting held with the licensoc at the Region I office on November 27, 1972, to review in general terms the findings of inspectors during these recent inspections at the Apollo (primarily) and Lecchburg facilitics, and to determine the position of management J with respect to the findings of the inspectors and management's plans to correct the violations and safety items.

B. ThekegionIrepresentativesdiscussedthemajorproblemsobserved during the two fuct facilitics inspections on November 30, Dec-cmber 1, and one on March 8-9, 1973 at Apollo; the inspection on March 7-9, 1973 at Leechburg; and the materials and plant protec-tion inspection at Apollo during the period November 29, 1972 to March 29, 1973. These probicms concerned inadequate training of personnel, inadequate procedures, failure to conduct operations within authorized criticality safety limits and numerous signifi-cant deficiencies in safeguards controls for special nucicar material.

C. Region I representatives stated that probicms had been noted in prior inspections with regard to these subjects and that the continuation of these conditions indicate that additional empha-sis should be placed on the management control program to pro-vide timely corrective action.

D. The licensec acknowledged the validity of the violations and safety items observed during the referenced inspections. They presented, in general form, their plans for correction of these items. They recognized the fact that reports and letters will be sent to their company on the specific findings of the inspec-tors. Formal responses to all violations will, of course, be requested by Region I.

E. The licensec described their plans for corrective action on the specific violations and safety items. In addition, they presented their planned actions concerning modifications to their manage-ment system to improve control over plant operations. These im-provements, according to the licensee will encompass all the areas of concern which were discussed at this meeting. The licensec emphasized that this systematic program for plant improvement has been active over the past year, and that the benefits of the pro-gram will soon be realized.

F. The Chief, Facility Operations, stated that increased emphasis will be placed on the inspection of management systems employed by NUMEC to assure that licensed activitics are safely conducted.
