On May.14,1997, the NRC completed an inspection at your Clinton Facility. The
i
enclosed report presents the results of that inspection,

The inspection focused on how issues were identified and addressed. We concluded that
personnel were able to raise issues using the condition report process, or, in the case of
quality assurance personnel, using the audit finding process. However, because of past
.
experience some individuals were concerned about the long term effectiveness of the
4
revised condition reporting system. We also determined that quality assurance personnel
had sufficient organizational independence to identify issues. No violations of NRC
requirements were identified during this inspection.
.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
