MASTER INSPECTION PLAN - D. C. COOK This memorandum transmits the enclosed Master Inspection Plan (Revision 0) for the D. C. Cook facility.
The attachments to this memorandum are based on inputs from each Division with inspection responsibilities. They were coordinated by DRP to ensure resources are allocated on the basis of needs identified during the latest SALP evaluation and a coincident operational history evaluation. The SALP documented three functional areas (Surveillance, Security, and Quality Programs) with Category 3 performance, and four areas (Radiological Controls, Surveillance, Security, and Refeeling) reflected declining trends.
Personnel errors and the design change program weca areas of concern from the operational evaluation.
Region III believes that it is imperative that the licensee take timely and decisive action to stem the observed downward trend in performance. To monitor the licensee's implementation of corrective actions and to facilitate timely evaluation of the results, the Master Inspection Program for the Cook facility includes both short term and long term schedules. The short term schedule identifies the near term augmented inspection schedule culminating in a June 1986 mini-SALP evaluation of deficient and declining areas. The long term schedule is the traditional overview of the proposed inspection activities for the year.
The D. C. Cook Master Inspection Plan, Revision 0, incorporates changes to the I. E. Manual Chapter 2515 Programs up to and including those identified in Mr. Partlow's memorandum of November 5,1985, and through Change Notice 86-13.
