Dear Senator Specter:

This responds to your request of December 20, 1985, about the concern of your constituent, Angela Winchester, regarding emergency planning for the Limeric,k Generating Station.

Federal regulations for the design, construction, and operation of nuclear power reactors ensure-that the probability is very small that a serious accident will occur at a nuclear power plant resulting in the release of radioactive material in amounts that would present a threat to public health and safety. Even though a serious accident is highly unlikely, federal regulations require each utility to prepare an emergency plan and be ready to implement the plan should such an accident occur at its nuclear plant. This plan and the emergency plans formu-

. lated by state and local jurisdictions comprise the emergency planning framework around the plant site. The Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) are the two federal agencies that evaluate emergency preparedness at and around nuclear power plants. These agencies review the emergency plans to detennine their compliance with current federal regulations.

NRC is responsible for assessing the adequacy of onsite emergency plans developed by the utility.

FEMA has been assigned the responsibility for assessing the adequacy of offsite emergency planning. Accordingly, I am forwarding a copy of your correspondence and this response to FEMA headquarters for their consideration and response.

I have enclosed the Evacuation Plan Map for Limerick Generating Station so that Ms. Winchester may have a convenient reference to these emergency routes. Similar information has been distributed to the residents within the indicated 10-mile radius of the station in a document titled, " Emergency Information for Berks, Chester and Montgomery Counties."

I trust this information is responsive to your constituent's concern.

If she desires additional information, a copy of the emergency plans are available for review at the local public document room, located at the Pottstown Public Library, High Street, Pottstown, Pennsylvania.
