4 APPENDIX A NOTICE OF VIOLATION Lancaster Laboratories Lancaster, Pennsylvania As a result of the telephone inquiry conducted on January 14, 1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violations were identified:
10 CFR 30.3 requires that no person possess or use byproduct material except as authorized by a specific or general license issued pursuant to Title 10, Chapter 1, Code of Ferderal P.egulations.
Contrary to the above, during the first quarter of 1985, Lancaster Laboratories a
possessed a gas chromatograph containing 15 mil 11 curies of nickel-63 in a Perkin-Elmer Model 330-0119 foil source (an instrument requiring a specific NRC license) and was not the holder of a valid NRC license.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Lancaster Laboratories is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
