FIRE DETECTION INSTRUMENTATION SPECIAL REPORT Baltimore Gas and Electric Company submits this Special Report concerning an inoperable Fire Detection System, as required by Technical Speci0 cation 3.3.3.7, Action Statement b. Specifically, the Fire Detection System in the Calvert Cliffs Intake Structure was inoperable for greater than 14 days, requiring issuance of a Special Report.

ACTION TAKEN On March 19,1997 the Fire Detection System for the Units 1 and 2 Intake Structure was rendered inoperable when Unit 2 was shutdown for a refueling outage. Units 1 and 2 Technical Speci0 cation 3.3.3.7, Action Statement a was entered. In accordance with this Action Statement, within one hour an hourly Orc watch was established for the area protected by the inoperable fire detection system.

CAUSE OF INOPERABILITY The Fire Detection System was disabled via temporary alteration to prevent spurious alarms to the Control Room. The Unit 2 shutdown caused temperature changes in the intake structure due to the loss of heat load from the equipment in the room. The Fire Detection System is sensitive to severe temperature changes.

l PLANS AND SCIIEDULES FOR RESTORING TIIE SYSTEM TO OPERABLE STATUS 1

The Fire Detection System will be restored to an operable status at the conclusion of the Unit 2 refueling l outage. In the interim, appropriate compensatory actions will continue in accordance with Technical l Speci0 cation 3.3.3.7, Action Statement a until the Gre detection equipment is restored to an operable status.
