The purpose of this submittal is to provide the Nuclear Regulatory Commission (NRC) with an infonnational copy of revisions to the Beaver Valley Power Station Unit I (BVPS-1) Inservice Testing (IST) Program.

V, 3 Enclosure 1 provides a summary of the IST program changes which have been incorporated into Issue 2, Revision 14.

Enclosure 2 is Issue 2, Revision 14 of the BVPS-1 IST Program. It has been determined that the Revision 14 IST program changes do not require NRC approval prior to implementation. This detennination was made because all of the changes are either:  ;

. editorial in nature, on e in compliance with the 1983 Edition through Summer 1983 Addenda of the ASME Boiler and Pressure Vessel Code,Section XI, or

. in compliance with the positions delineated in Attachment I or Supplement 1 of Generic Letter No. 89-04, " Guidance on Developing Acceptable Inservice Testing Programs."

A) Added Relief Request No.12 to the " Pump Relief Request Section" to allow the use of larger range gauges if better accuracies are incorporated to yield readings at least equivalent to the readings achieved from instruments that meet the Code requirements.

NRC approval of" Option B" of 10CFR50, Appendix J, Type C per Technical Specification Amendment No.197 issued 3/19/96.

l NRC approval to follow the guidelines in ASME/ ANSI Standard OMa-1988, Part 10 (OM-10),

Paragraphs 4.2.2.2 and 4.2.2.3(e) and (f) for leak rate testing of containment isolation (Type B and C) valves, in accordance with 10CFR50.55a(1)(4)(iv), dated 4/19/96. i NRC approval to follow the guidelines in ASME/ ANSI Standard OMa-1988, Part 10 (OM-10),

Paragraph 4.2.2.3 for leak testing valves in parallel, in accordance with 10CFR50.55a(f)(4)(iv) per NUREG-1482, Section 4.4.5 issued in April 1995.

A) Revised the last paragraph under section A of the " Valve Testing Requirements" section ,

which discusses leak rate testing of Category A valves to say,"The Category A valves that are tested in accordance with Option B of 10CFR50, Appendix J, Type C (RRl) are leak rate tested at the frequency specified in Option B of10CFR50 Appendix J."

C) Revised the frequency listed in the " Valve Testing Outlines" of all of the Category A valves leak rate tested in accordance with 10CFR50 Appendix J from R (refueling) to SP (Special),

to allow the use of Option B of Appendix J. (pages 87 through 151)

D) Added "OptionB" and reference to OM-10, Paragraph 4.2.2.2 and 4.2.2.3(e) and (f) to the Relief Requests for the Category A containment isolation valves leak rate tested in accordance with 10CFR50 Appendix J, Type B or C. , - F). Revised the frequency listed in the " Valve Testing Outline" section for all Personnel and Emergency Airlock Category A valves leak rate tested in accordance with 10CFR50, Appendix J, Type B from SA (Semiannual) to SP (Special), to allow the use of Option B. i (Page 151)

- III) The following changes made to the Unit 1 IST Program are in accordance with the ASME XI Code, Generic Letter 89-04 and Supplement 1 (NUREG-1482):

. A) Added CSJ 37 for [MOV-ISI-865A, B, C], the SI Accumulator Discharge Isolation Valves ,

and revised the category of these valves to "B" instead of"B/P". Added a Cold Shutdown  !

stroke and time test per IOM-51.4.C and LOST-1.10. (page 178) Also revised the " Valve ,

Testing Outlines" to incorporate these changes. (page 104) This change is needed because during a small break LOCA, these valves must be closed to prevent Nitrogen from being ,

injected into the RCS.

4 B) Added [lSI-l15,116], The BIT Recirculation Pump Discharge Check Valves to the IST l Program as Category C valves. They are full-stroke exercised in the closed direction quarterly in IOST-47.3A. (page 102) RR-50 was added to allow quarterly testing to be suspended if one of the BIT Recire Pumps is OOS. (page 228)

C) Deleted [MOV-IRW-104,116,117], because they were determined to not be within the scope of the IST Program during the IST System 30 Basis Document review. They do not perform a function in shutting down the reactor or in mitigating the consequences of an accident, and per IWV-1100, were removed from the IST Progam. (pages 134 and 135)

D) Added a full-stroke exercise in the reverse direction for [lVS-544,545,546,547] the check valves for the air supply to the CR Air Intake and Exhaust Dampers, by leak test quarterly per 1/20ST-44A.16. Also revised the leakage test procedure referenced to the quarterly exercise test, required every 2 years. (pages 146 and 147) ,

E) Added a reverse direction test of[ISI-27), the RWST to HHSI Suction Check Valve, by leak test during refueling outages per IBVT 1.47.11. (page 100) Also revised RR-19 to include a relief for refueling frequency testing by leak test as permitted by NUREG-1482.

(page 197) This check valve was already being leak tested per the Unit 1 IST Prcgram, however, it was not being documented that this was also a reverse direction test. This change is needed because it was determined that this check valve has a function to close following a transfer to recirculation signal. Also deleted reference to a partial stroke test to be performed if the charging system is aligned to the RWST. This alignment would only be possible at CSDs , and at CSDs, the Unit 1 IST Program already references LOST-11.20 to part stroke this check valve. This change is in accordance with the NRC SER dated 5/6/91, which states that quarterly partial stroking is impractical.

F) Added a stroke and time test in the closed direction for [MOV-lRW-116A, B], Auxiliary River Water Pump Discharge to RW ' Header valves. They were already being stroked and timed in the open direction per the Unit 1 IST Program. This change is being made as a result of the IST System 30 Basis Document, Design Basis Review. These valves would have to close (if open) to isloate the Auxiliary River Water System header from the River Water Header during an accident. (page 135)

G) Added [lRW-133,134], the Control Room AC Condenser Water Booster Pumps [lVS-P-3A,3B] Inlet Check Valves, to the IST Program. These valves were added bu se the internals were placed back into the check valves by MDCP 2100. (page 135)

IV) The following changes made to the Unit 1 IST Program are editorial (The words in bold type have been revised.):

A) Revised the " Pump Testing Requirements Section" to say "The requirements of the Code

, and Generic Letter 89-04 including Supplement 1 (NUREG-1482) will be followed at all times unless specific relief has been granted by the NRC..." (page 2)

H) Revised the procedure number used to disassemble and inspect (ISI-1,2], the Containment i Sump to LHSI Pump Check Valves, to 1/2 CMP-75-ALOYCO-CHECK-1M in the " Valve l Testing Outlines" and in RR-13. (pages 98 and 191)

I) Revised " Valve Testing Outlines" for [lRW-142,143,150,151,152,153] to reference LOST-30.14 for the quarterly exercise of these manual valves in the RW lines for the Control Room AC Units and Redundant Cooling Coils. (page 136)

J) Revised " Valve Testing Outlines" to correct the Drawing No. and Coordinates for [1WT-382,383,387,388], the Chlorine Injection Outlet Check Valves. (page 138)  !

K) Deleted "In order to time the stroke of this valve, a temporary "on-off"' switch must be j installed ." from Cold Shutdown Justification No. 36 for [MOV-ICH-142], the Residual Heat Removal Letdown to the Chemical and Volume Control System. It was determined that it is not possible to install a temporary on-off switch to aid in stroking this valve. (page  !
