EVALUATION OF SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUESTS FOR RELIEF ISI-10 AND ISI-ll FOR UNION ELECTRIC COMPANY, CALLAWAY PLANT, UNIT 1 (TAC N0. M97410)
Dear Mr. Schnell:
By letter dated December 6, 1996, Union Electric Company submitted requests for relief ISI-10 and 15I-11 for the second ten-year interval inservice inspection program plan.
The staff, with assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has completed its review of the proposed program relief requests.
The basis for the staff's conclusions are contained in the enclosed safety evaluation.
The staff has determined that performing the ASME Code required examinations for requests for relief ISI-10 and ISI-Il are impractical for the Callaway Plant and that the licensee performed the examinations required by the Code on each of the subject welds to the extent practical.
Furthermore, the staff concluded that the licensee's examinations of the subject welds, to the extent practical, provides reasonable assurance of structural integrity.
Therefore, the staff concludes that~ pursuant to 10 CFR 50.55a(g)(6)(i), requests for relief ISI-10 and ISI-11 are authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
