NRC FMINTENANCE RULE WORKSHOP

SUMMARY

-- JUNE 10-11, 1997 The subject workshop was hosted by the Quality Assurance and Maintenance Branch (HQMB), and was held at NRC headquarters, Rockville, Maryland.

NRC staff members from all four regions and NRR representatives from organizations responsible for the maintenance rule (MR), inspection programs, license renewal, generic communications, decommissioning, and probabilistic safety assessments met to reach a " common understanding" on certain issues to ensure consistency among inspections.

The following MR issues were addressed during the workshop:

Clarification of changes to NRC Regulatory Guide 1.160 revision 2,

" Monitoring the Effectiveness of Maintenance at Nuclear Power Plants."

NRC enforcement and legal positions on issuing violations related to 10 CFR 50.65 (a)(2) and future rule changes to (a)(3).

NRC Maintenance Rule Baseline Inspection (MRBI) schedule, methods for closing open items, inspection and PRA resources, use of risk insights during each inspection, and the acceptable method of evaluating licensees' self-assessments and facilities in decommission status.
