Temporary Change to the Vermont Yankee Physical Security Plan The purpose of this letter is to provide you with the enclosed temporary change to our Physical Security Plan. This change, whic;1 is provided as Attachment A, was committed to in our letter of January 23, 1986 [ Reference (b))
and serves as an interim measure to address specific concerns cited in your letter of December 31, 1985 [ Reference (c)) and Inspection Report 85-19
[ Reference (d)].
The change detailed in Attachment A formalizes an interim compensatory measure until a permanent correction to certain hardware is made. 'Once the hardware change is completed the temporary change will no longer be in effect.
We will notify you in writing within five (5) working days after the hardware change is completed.
We have determined that the change detailed in Attachment A serves to increase the overall effectiveness of the Security Plan.
Therefore, this change does not require prior NRC approval and is forwarded for your information.
Both the Security Plan and Attachment A are considered SAFEGUARDS INFGRMATION, and as such, should be withheld from public disclosure in accor-dance with the provisions of 10 CFR 73.21.
