7590-01 NUCLEAR REGULATORY COMMISSION Draft Regulatory Guide; Issuance, Availability The Nuclear Regulatory Commission has issued for public coment a draft of a new guide planned for its Regulatory Guide Series together with a draft of the associated value/ impact statement. This series has been developed to describe and make available to the public methods acceptable to the NRC staff of implementing specific parts of the Commission's regulations and, in some cases, to delineate techniques used by the staff in evaluating specific problems or postulated accidents and to provide guidance to applicants concerrling certain of the information needed by the staff in its review of applications for permits and licenses.

The draft guide, temporarily identified by its task number, SI 501-4 (which should be mentioned in all correspondence cor.cerning this draft guide},

is entitled " Station Blackcut" and is intended for Division 1, " Power Reactors."

It is being developed to describe a method acceptable to the NRC staff for complying with the proposed regulation that would recuire light-water-cooled nuclear power plants to be capable of coping with a station blackout (i.e., loss of the offsite electric power system concurrent with reactor trip and unavailability of the onsite energency AC electric power system) for a specified duration.

This draft guide and the associated value/ impact statement are being issued to involve the public in the early stages of the development of a regulatory position in this area.

They have not received complete staff review and do not represent an official NRC staff position.

any implementation schedule) and the draft value/ impact statement. Comments on the draf t value/ impact statement should be accompanied by supporting data.

Although a time limit is given for coments on these drafts, ccmnents and suggestions in connection with (1) items for inclusion in guides currently being developed or (2) improvements in all published guides are encouraged at any time.
