Dear Mr. Quay:
Enclosed is one copy of the AP600 Technical Specifications (TS), SSAR Section 16.1, marked up to reflect resolution of NRC comments received and resolved before the May 16 date of Reference 1.
Although review comments were received on May 19 from the Containment Systems Branch, and continue to be provided and resolved, their resolutions are not included in the enclosed markup. This attached submittal is made in support of the SECY-97-051 schedule.
The NRC is requested to review this markup to ensure that Westinghouse has adequately incorporated NRC comments resolved to date. The majority of these markups result from resolution of the completion time / surveillance frequency issue as showr. in Reference 2. The attached markup also includes changes reflected in formal submittals (References 3 through 9), design modifications (most evident in Sections 3.3.1 and 3.3.2 which were provided to NRC by fax on June 5), results of j
comment resolution telecons, newly required LCOs (3.7.8 for main steam line leakage and 1.6.10 for i
passive autocatalytic recombiners), and some minor editorial corrections.
The enclosure is a complete copy, including markups for changing LCOs, actions, surveillance requirements, and bases (excluding the bases for 3.3.2, Engineered Safety Feature Actuation Sys'.em, which are being rewritten based on the June 9,1997, meetng in Rockville, Maryland).
Since Westinghouse has received comments from each NRC branch with TS review responsibility, and it was confirmed during the June 9 meeting in Rockville that the TS Branch will not be providing comments, Westinghouse expects no additional TS comments from the NRC. The attached markup, resolution of containment systems comments of Reference 10, and resolution of HICB comments received during the June 9 meeting in Rockville will delimit the final TS revision for AP600.
