1 I approve the staff's recommendation to accept the voluntary approach to providing reliability data as proposed by NEI.
I command the staff on its perseverance in reaching a mutually satisfactory agreement with the industry.
As the staff has noted, the voluntary approach provides opportunity to take advantage of the lessons learned during implementation without the burden and delays inherent in subsequent rulemakings.
