KG&E QUALITY FIRST PROGRAM AT WOLF CREEK, DN 50-482 In accordance with your request to R. P. Denise and our conversation of August 13, 1985, infonnation is provided which relates to the Region IV inspection effort at Wolf Creek for the evaluation of their Quality First program.
o The initial effort included Denise's request to DeYoung, dated Septeraber 24, 1984, requesting assistance (attached). The inspection was conducted as indicated in DeYoung's memorandum to Denise dated October ~19, 1984 (attached), and the inspection findings were included in inspection report 84-37.
A Wolf Creek Task Force instruction was drafted (cttached) for further o
evaluation of the Quality first program.
Inspections were conducted 6nd the findings are incinded in reports 84-48, 84-52, 84-58, 85-09 and 85-22.
To this point, about 40% of the case files had been reviewed.
At a later date, a 100% review of the Quality First case files was perfonned.
An.NRC Task Force - Quality First program was fbrmalized (attached)3 The inspection report is presently in preparati >n.
Additional information relating to the Quality Mrst program is included in a memorandum from Denise to Thompson, dated April 10,1985,(attached).

SUBJECT:
WOLF CREEK ALLEGATION PROGRAM ASSESSMENT In accordance with agreements reached at the meeting on September il,1984, among repmsentatives from Region II, Region III Region IV, and the Office of Inspection and Enforcement, and in subsequent telephone conversations between J. M. Taylor and R. P. Denise.
I request that I&E assist Region IV in an assessment of the allegations efforts related to the Wolf Creek Generat.ing Station. The assessment should include the following phases:
1.
An assessment of the structure of the utility program on allegations received by them, chiefly in their Quality First Program.
Attributes -
assessed should include program placement in the utility organization, organizational indepe&nce, delineation of responsibilities within the Quality First Organization, precision and adequacy of decision-making process within Quality First, number and qualification of personnel, formality of effort as reflected in offical instructions, infonnation flow instructions (including alleger notification),
record keeping, management nc.fication, trending, assessment of trends, etc.
2.
An assessment of the implementation of the utility program on allegations received by them, chiefly in the Quality First Program.
This assessment should be focused on a determination of whether the utility program is being effectively implemented, and implemented as planned. The NRC assigned personnel should myiew a significant.
selected sample of allegations received by the utility for verifi-cation of program implenentation. Attributes to be assessed include progress of effort toward resolution (is the backlog maintained at a reasonably low level), priority treatment, timeliness of effort, clarity of corrective actions and other decisions, adequacy of documentation and record retention, adequacy of technical support and rationale for cisposition, etc.
3.
An assessment of the NRC/RIV effort on allegation management and closecut related to the Wolf Creek plant.
In the conduct of this assessment, all personnel heed to be careful not to disclose the identity of those persons making allegations to the utility or to the !!RC.

I have assigned Mr. Glen Madsen of Region IV to participate in this effort. Based on discussions with Mr. J. Taylor and Mr. W. Haass, I under-stand that W. Haass, E. Fox, and one other person have been designated as ISE participants.
I expect Mr. Haass to 2xecute the lead role. The effort is presently scheduled to start on September 25, 1984, when the team arrives
.. completed effort, including final report at the Wolf Creek plant site.
